***SUMMARY: CHALLENGE-THE-EXPERTS PANEL: MONDAY, OCTOBER 30, 2000
"LEGACY SYSTEMS IN THE NEW ECONOMY: CHALLENGES & INTEGRATION"

October 30th the Center launched the first in an on-going series of "Challenge the Experts." IBM's Mark Cathcart and Ray Paquette from Coopetition, Inc. and Ensemble Systems went toe-to-toe in an animated dialog over the issues and characteristics of, and the solutions for, legacy sytems in the new economy. Colin Wiel, co-founder and chairman of Milo, moderated this lively discussion.

"Too young to die and too old to code JAVA," was the opening slide from Mr. Cathcart, Technology Strategist, Corporate Technology Marketing, IBM Corporation. According Mr. Cathcart, the legacy problem is a people problem. "It's not about the program language," said Mr. Cathcart, "It's about the intellectual capital. It's not enough to know a technology. One must know how to apply a technology to a business solution."

What are Mr. Cathcart's solutions? Invest in people. Encourage, educate, and integrate. Understand your business imperatives and know the scale of the applications you must operate.

Ray Paquette, Chief Technology Officer of Ensemble Systems began the evening with an overview of the problems of legacy systems, legacy characteristics, how it happened, what solutions are available from the Y2K work that was done, and how to value your legacy system. According to Mr. Paquette, there are 10,000 mainframes worldwide housing some 200 billion lines of COBOL code. It costs $6 to $23 per line of COBOL to manually rewrite a system, and 85% of existing applications will, indeed, migrate to client/server architecture.

How did we get here? Mr. Paquette gives most of the credit to entropy -- that law of physics which states that all things in the universe, left to their own devices, will seek a state of disorder. "Increased entropy is bad," said Mr. Paquette, "but it's inevitable." "Remember Y2K?" asked Mr. Paquette. "It strengthened the life of many legacy systems. Lots of code was cleaned up, lots was learned about existing systems, and management became educated about IT issues."

For his solutions, Mr. Paquette offered this, "Get management commitment -- it's absolutely necessary for a good transition -- take an inventory of your resources and availability of domain experts, and understand the skill sets available on the transition team.

The Center thanks the panelists as well as the audience participants for the thought provoking discussion during the evening.
